There are 2 rows of shop lots there that facing the roads, and K3K is at the row after Chatime row, located exactly next to a clinic.&lt;br /&gt;&lt;br /&gt;So, what is good there?&lt;br /&gt;To me, it is a Old Town / Paparich type of cafe, but offer much more in terms of food and drinks.&lt;br /&gt;&lt;br /&gt;Do try their Hakka noodles (spicy / non spicy 2 versions), their fried spring chicken, their special bun, and their special rice (forgot the name hehehe)&lt;br /&gt;&lt;br /&gt;And for drinks? And like it or not, more and more houses is starting to pay them for patrolling our area.&lt;br /&gt;So what do you think of them, (most important their patrol services) now that they have been here for more than 6 months ? Are you happy? Satisfied? No choice? Don't care?&lt;br /&gt;Do share you feel about it.&lt;br /&gt;Personally, i feel they have been trying to do their job, and what i like about them is they even patrol consistently our back lanes via motor cycles after midnight. Having said all that, being one of the ex committee members, i still not very comfortable about their origins, and how is their track records. So, even till now, i have not pay them for their patrolling.&lt;br /&gt;Let's just view this issue a bit more neutrally and share your thoughts about it, treat this as a channel to voice (after trying type='text'>Security Concern</title><content type='html'>Dear Lagooners&lt;br /&gt;&lt;br /&gt;The security issue has been a concern for years and from the 1st time we all moved in. Many meetings many discussions has been placed. Efforts have been made and yet the security concern has yet to be solved or rather broght moving. Lagooners in phase 2 has moved forward to appoint a security company to solve their security concerns. It has been Brought to my attention that many homes have fallen victims to break in and attempts. It is also to my knowledge that a total of 50 homes at phase 2 have signed up with the security company &lt;br /&gt;The security company is now on its efforts to offer security services to phase1. If they can achieve a total of 100 sign ups they can go 24hrs 7days a week. Wehave signed up with a few others and kindly urge all Lagooners who are concern of the safety of their homes, valuable, and loved ones to join in. Why should we use Commitee as an excuse to not register. What happens when something bad happens what does the comitee do in fact what can the commitee do. &lt;br /&gt;I strongly urge and seek the support of our fellow commitee members to join in use this security company for the better of all Lagooners rather than wait further. This happened to my car during the very first day of CNY. I believe it was happened in the midnight where all of us was asleep and no many people in the lagoon area as most of them went back to hometown to celebrate CNY. &lt;br /&gt;&lt;br /&gt;The car's windscreen was being smashed more than 3 times. I am doubt what was the intention of that person doing this as there were few more cars parking out my house in the same row that time but only this car being smashed. As we are all aware of, the playground is open to public access although it is located in Lagoon. We cant say much on this issue as it is pre-decided thing before we moved in; however we need the authority/ies to understand that without proper supervision, the playground will not last long. As we can see we have users driving into the playground and park their cars there. In separate cases, we have the all football field spotlights breakers taken out or perhaps stolen. The 1st technical screening was completed and we are now going thru with all other important details before completing and confirmation of selection.&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;All Lagooners must bear in mind that we need to achieve certain numbers of residents participation in order to make our neighbourhood to a Guarded Community. We have identified a few ways so that the message are relayed to all residents and we sincerely hope that we can have everyone's support to achieve it. November will be a busy month where we are arranging for (1)Security Company Site Inspection (to see and evaluate the security company performance at their current customer base, (2) House to house visit to residents house for registration invitation (3) Flyers, SMS, Phone Calls, E Mails to all residents for registration invitation (4) General Assembly for All Residents to attend Security Briefing and Community Activities. This will be the best time and venue to brief all residents on the security company's scope and responsibility, method of payments, future planning as well as a kickstart to know our neighbours&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;On behalf of the Committee, I would like to thank PPKK for its support to facilitate our activities as well as plans to provide Banking facilities to accomodate the residents payments in the future. Hence, we just advice to extend a bit to  row wise. Because these are the people you might meet them frequently  and they are the nearest helper in case of emergency too.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;Concern Control -&lt;/b&gt; as now everyone's contacts was maintain by  they row reps, if you found out ur information had been use for other  purpose, we know who to go after with.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;Hence, we strongly advice  each house row members to select the most trust-able person to be their  row reps.&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;/ul&gt;&lt;span style="font-size:100%;"&gt;Like I said, some how our community need a full version of  this contact list for community usage only, hence, each row reps will  send their version back to central control from time to time. The local authorities have the right to enter such housing  areas at any time of the day,” said Cheremi, adding that this was one of  the Selangor Housing Property Board’s guidelines and which MBPJ had  been adhering to.&lt;/p&gt; &lt;p&gt;The other guideline is that each security booth  should only measure 6m x 8m.&lt;/p&gt; &lt;p style="color: rgb(0, 0, 0);"&gt;&lt;b&gt;Obstructions classified as  critical&lt;/b&gt;&lt;/p&gt; &lt;p style="color: rgb(0, 0, 0);"&gt;· Barriers placed on public roads which cannot be  removed;&lt;/p&gt; &lt;p style="color: rgb(0, 0, 0);"&gt;· Barriers that could affect the current traffic flow in  the area;&lt;/p&gt; &lt;p style="color: rgb(0, 0, 0);"&gt;· Barriers using a pass or an autogate system; and&lt;/p&gt;  &lt;p style="color: rgb(0, 0, 0);"&gt;· Action taken on barriers if the council receives complaints from  residents in the area and after investigation had been conducted.&lt;/p&gt; &lt;p&gt;He  said in the council’s infrastructure and traffic advisory meeting in  December last year, it was agreed that action would be taken on  permanent structures while the council would also not take  responsibility for the demolition costs or the removal of the barriers.  This would have to be borne by the residents.&lt;/p&gt; &lt;p&gt;He went on to  enlighten the residents on the Street, Drainage and Building Act 1974  (Act 133) 46 (1)(a) that states that any person who builds, erects, sets  up or maintained any wall, fence, rail, post or any accu­mulation of  any substance or any obstruction in any public place shall be guilty of  causing an obstruction.&lt;/p&gt; &lt;p&gt;The Road Transport Act 1987 states that  any person who places objects across a road that endangers  lives will  be fined or imprisoned for a term not exceeding six months or both.&lt;/p&gt; &lt;div class="story_image center" style="width: 394px;"&gt; &lt;img src="http://thestar.com.my/archives/2010/4/6/central/m_02guardhouse.jpg" alt="" height="313" width="380" /&gt; &lt;span class="caption"&gt;All in order:  The guardhouse in Damansara Jaya.&lt;/span&gt; &lt;/div&gt; &lt;p&gt;MBPJ enforcement and  security director Mohd Fauzi Maarop then took over with another  presentation on MBPJ’s suggestion to introduce auxiliary police in the  city.&lt;/p&gt; &lt;p&gt;Fauzi said application for MBPJ’s auxilliary police was  sent to both the Selangor police chief Deputy Comm Datuk Khalid Abu  Bakar as well as the Inspector-General of Police Tan Sri Musa Hassan on  Feb 26. They hope to have 100 personnel involved.&lt;/p&gt; &lt;p&gt;The application  for the RM4.2mil project was turned down on March 22 and the council  reapplied again on March 25 and would only know the final outcome in two  months.&lt;/p&gt; &lt;p&gt;Fauzi also specified the 15 duties of the auxilliary  police officers and why they were needed to keep the city safe.&lt;/p&gt; &lt;p&gt;However,  after a repetition of several points and duties, Fauzi’s auxilliary  police presentation was the first to be questioned by the residents  during the Q&amp;amp;A session.&lt;/p&gt; &lt;p&gt;“You are applying for 100 police  bantuan, then you want them to guard the courts and the MPBJ. Then the  100 people would be of no use and the residents are not going to see the  use for them.&lt;/p&gt; &lt;p&gt;“As far as I know, police bantuan are meant to  assist police where the police cannot get access to residential areas.  It is no wonder that the IGP turned down the application. We must get  our act together first. There was not enough deliberation before  proposing the idea to the IGP,” said a resident from Section 18.&lt;/p&gt; &lt;p&gt;A  resident from Kelana Jaya said he too did not agree on the duties that  the auxiliary police would be undertaking.&lt;/p&gt; &lt;p&gt;“With only 100  officers in 25 zones in the city, I don’t think they would have time for  the residents as they would be busy guarding the courts and escorting  VIPs,” said the resident.&lt;/p&gt; &lt;p&gt;Councillor Derek Fernandez who was at  the meeting was quick to rebut, stating that the residents had  overlooked the main point of the presentation by Fauzi.&lt;/p&gt; &lt;p&gt;“The main  reason is protection in the area you are talking about, and all the  other areas are subsidiary duties,” said Fernandez, referring to the  list mentioned by Fauzi like assisting MBPJ officers in raids, on duty  at its free trade zone, escorting VIPs, checking illegal foreign workers  and other duties set by the council.&lt;/p&gt; &lt;p&gt;Another resident said his  housing area decided to implement only the guarded community concept  after reading the problems in setting up a gated and guarded community.&lt;/p&gt;  &lt;p&gt;He said for a guarded community. the residents only had to employ  guards to make rounds in their housing area.&lt;/p&gt; &lt;p&gt;“Why do we need the  consent of so many people when we are not a gated community. I feel that  we do not have to have such a clause as long as the residents within  the housing area are agreeable to paying the guards each month.&lt;/p&gt; &lt;p&gt;“We  are not disturbing anyone, we don’t have boom gates, we don’t have pass  cards.”&lt;/p&gt; &lt;p&gt;Fernandez then continued to give his explanation on the  gated and guarded community problems faced by the council.&lt;/p&gt; &lt;p&gt;“The  problem here is not that MBPJ wants to victimise the RAs. The fact that  there are 28 that do not comply with the law and that we have not taken  any drastic action shows that we sympathise with their problems,&lt;/p&gt; &lt;p&gt;“We  recognise the need of the residents to protect their homes. The list of do’s and  don’t,s is very wide but let me try and breach some of it in the few minutes I  have to spare. I am not an expert and I am sure more will join in with the  necessary advice.&lt;br /&gt;&lt;br /&gt;To begin with&lt;br /&gt;1. Call for a meeting among the residents of the area. Do this by way of  flyers notifying the date , time and venue and get an attendance list prepared  where those present will list their name IC, house address. You will want more  house owners than tenants. On the reverse of the flyers list down the crimes  and what has happened within your immediate neighborhood, Apathy is an evil. The  usual is it did not happen to me, don’t care not my problem, why should we pay  etc etc but when they notice what is happening within their doorsteps, you  should have a good turnout. Reach out to all in the neighbourhood and don’t  make it an exclusive group.&lt;br /&gt;&lt;br /&gt;2. Local government is not interested in your problem as it contravenes  the Streets and Drainage Act. Local Council will look the other way until it receives a complaint, which there will be quite a few from those not  paying, don’t be disheartened.The Local Council requires you to get approval of  75 to 90% approval of residents within the area, if you are going to put up  barriers etc and this must be submitted to the MPSJ with the covering letters  etc. This will still be illegal at the end of the day but “acceptable” and you  most probably will not receive a reply from them, so ensure you have a  duplicate copy stamped by them acknowledging receipt of your letter and documents.&lt;br /&gt;&lt;br /&gt;3. The police will encourage you as it means less work when there is  less crime. They can not endorse you but they will normally support you as a  RA when those uncooperative residents go and make reports. I always show the  errant ones to the nearest Balai. Join your area Community Policing Scheme,  check it out with the Balai. Get emails from the residents and start your own neighbourhood Googlegroup to communicate.&lt;br /&gt;&lt;br /&gt;4. When you hire Security guards the going rate is now from RM 3.80 to  RM 7.00 depending on the quality of guards and their nationality. This the  police are interested to know as Security Companies must be vetted by the Police or  your guards might turn out to be your robbers. You must notify the police of  this and keep a record. It will come in handy.&lt;br /&gt;&lt;br /&gt;5. You must ensure an RA is organized from your 1st meeting, even if it  is a Protem Committee. The ROS office is in Shah Alam, Wisma MBSA. Pay them a  visit beforehand and get the necessary forms to form the Residents  Association. Remember to get a standard Constitution from them. Use this Constitution  with barest minimum changes to submit your Committee application. This way  you get the fastest approval and then you amend the Constitution to your  requirements. In the meantime you can open your bank account with it. If you amend now  you will be bogged down with delay after delay so do it later.&lt;br /&gt;&lt;br /&gt;6. Remember the RA can collect money to facilitate Security facilities  for your neighbourhood, but you cannot force anyone to pay no matter how good a  job you think you are doing, and you also can not bar those not paying from  entry to the area etc. This is set to change as there are some new guidelines  pending in Parliament. Talk about that if and when it happens.&lt;br /&gt;&lt;br /&gt;7. Start small. IMPORTANT: NEVER ALLOW THE SECURITY COMPANY TO GO ROUND COLLECTING FEES DIRECTLY FOR THEMSELVES. ALL MONIES MUST BE COLLECTED  AND BANKED INTO THE RA ACCOUNTS BEFORE PAYING OUT. IF YOU ALLOW THEM TO  COLLECT, YOU WILL BE ON THE ROAD TO FAILURE PRETTY QUICK AS SOONER OR LATER THEY  WILL EMPLOY STRONG ARM TACTICS ON ALL OF YOU. YOU WILL HAVE DIFFICULTY TO  HIRE AND FIRE FOR NON PERFORMANCE. THIS IS WHY YOU NEED AN RA AND ALSO RT.&lt;br /&gt;&lt;br /&gt;8. On the day you intend to hold your first meeting, consider also  registering a RT simultaneously. The RT office is on the third floor of the IC  Office side OF THE BUILDING in Wisma Persekutuan, Jalan Sultan, Petaling Jaya. The  RT empowers you more as far as security is concerned, and you will also get  a yearly Grant of RM 4800.00 to maintain it. It is vital you ensure that  the RA and RT Committee is one and the same to avoid duplication and  unnecessary aggravation. You can also get funds for Community activities from the RT  which is under Jabatan Perpaduan. You don’t have to do Patrols to qualify or  you can if you want. That’s the new RT.&lt;br /&gt;&lt;br /&gt;9. Ok now lets assume you got through the first round of hurdles. Now  lets go to the second part. You must be committed, firm but flexible and have a  core team appointed during the meeting to assist you. The core team must be  Road reps from the various road with a minimum of 2 from each road to form  your security committee within the RA or you will not be able to reach out  and will be over extended. The drop out rate is also big as the initial  enthusiasm wears out when the work begins to manifest itself, that normal human  behaviour.&lt;br /&gt;&lt;br /&gt;10. When vetting to sign up a Security Company get a Security Operations  Manual done. These companies will promise you heaven and hell. Go to sites  where they are and monitor yourself privately. Spell out the Do’s and Donts between  you and the Security provider in the Operations Manual and it should be comprehensive to cover all aspects including the guards discipline. If  you don’t have one call Mr Jeswant singh and request for one 012-3955575. He  is a RA Chairman and a pretty efficient one. He made a detailed one.&lt;br /&gt;&lt;br /&gt;11. Now the difficult part. Autogate or Manual Boom Bar or nothing. Here  I wont advise you but remember you are looking after your neighborhood security  and not running an Army Camp. Your flexibility comes here and your  difficulties also start here. Resident who are your contributors will initially give  you the most problems. You must request them to notify their parents, brothers,  sisters in-laws and friends etc that you have employed security personnel to  protect your homes, family and property. Everyone expects the guards to know who  their relatives etc are and this will develop into contentious issues when the  guards stop them. Send out newsletters to the whole neighbourhood notify them  of commencement and pitfalls to avoid. Request their cooperation during the startup.&lt;br /&gt;&lt;br /&gt;12. Develop a plan of action. Car stickers etc. There is so much to talk  and do here. Remember you are trying to provide security and promote unity not  divide and rule. Residents will be a little slow to come around but gradually  they will do so if you can efficiently run your RA and local security with  proper Communication, transparency, perseverance and understanding. You will  have a happy and peaceful neighborhood as gradually the residents get used to  the system. 14 days should be about it but it will all depend on you and the Committee.&lt;br /&gt;&lt;br /&gt;13. There are about 20 points but I am stopping at fifteen. If you hold  your first meeting correctly from the beginning, you will have not have much  issues when you implement. There will always be someone out to challenge you  but if you have the support of the majority Min 70% you should be moving in the  right direction. Visit a few areas and study the situation. Security Guards is  no Guarantee. The residents must all know their neighbours in front, on the  sides and even the back. You must stress this or they will come for you  whenever there is a problem. Swecurity gurds are just a deterrent. The take up collection must also be at best minimal. Do you maths. It is always  easier to reduce then to ask for an increase.&lt;br /&gt;&lt;br /&gt;14. My neighbourhood had a 100% crime free period of 5 years until just recently when 2 cars were stolen from the same house at 3 am. There was a breach and lax in our security which has since been rectified. This is  where you must explain to the residents, if everyone comes to the guardhouse  and demand entry because they have a relative inside, the robbers will do  the same.It is very essential to issue stickers to identify cars.We have a  95% take up rate out of 530 homes and with the excess funds we have done numerous activities, employed 10 gurds, installed CCTV, built a basketball court  etc. You can do it also. Our property values have also soared as resident  within the area want to live within us.&lt;br /&gt;&lt;br /&gt;15. Remember Carry out more neighbourhood unity programmes with excess  funds and get to know residents. Not enough funds, Contact YB Hannah office to  do a programme within your area.
